“I came from Québec to work at UNC Hospital through an H-1B professional visa program. My work in digital imaging—mammograms, CTs, MRIs, PET scans—was funded by two grants. Then, almost overnight, both vanished. One disappeared when USAID shut down, and the other when federal cuts hit Medicaid and Medicare social service programs. That left me, and several of my colleagues—other French-Canadian medical professionals—suddenly in limbo. Moving to a different, non-grant-funded job would have triggered a newly announced $100,000 penalty for changing my H-1B visa description.
